QZHEMN është një “think tank” dhe organizatë e pavarur kërkimore dhe këshilluese jo-fitimprurëse synon të sigurojë një mekanizëm për analizë objektive të politikave për zhvillimin ekonomik dhe ligjor, me fokus në zbatimin e sundimit të ligjit, të drejtat e njeriut, konkurrencën dhe tregun e lirë , bazuar në praktikat evropiane. Ideja e themeluesve ishte krijimi i një qendre të aftë për të bashkuar burimet njerëzore dhe punë me cilësi të lartë, në mënyrë që të ndikojë në zonën socio-ekonomike të vendit brenda proceseve integruese intensive me të cilat po përballet vendi ynë. Themeluesit, shumica e tyre punonjës me përvojë të mëparshme në ministri të ndryshme dhe institucionale duke filluar të besojnë se kapacitetet e profesionistëve të fortë dhe të aftë mund të mblidhen së bashku dhe të zhvillojnë idetë zbatuese me më shumë objektivitet që janë jashtë qeverisë në fushat e mbështetjes legjislative, ndërtimi i institucioneve dhe analiza e politikave.
