Legal Framework

The scope of Works of the CEDIR will be as follows

Legal Issues


1 Provide independent analysis of the proposed and the existing legislation on the areas referred to in Article 4/1.
2. To be engaged actively in the process of approximation, through participation in open forums, and drafting concrete proposals as appropriate in specific areas as stipulated in Article 4/1.
3. Provide technical and legal advice for civil society organizations, the government, donors and individuals in the framework of projects carried out by the Centre in the areas referred to in Article 4/1.
4. To contribute to the doctrinal developments of law through publications, conferences and scientific seminars and other forms of engagement in public debate.
5. To provide assistance in the discussion and drafting of laws and by-laws among lawmakers, local and foreign academics and local interest groups

Public Policy Issues


a. To mobilize Albanian experts and professionals to discuss and lobbing for issues in the areas stipulated in Article 4/1.

b. To provide a professional environment and an institutional infrastructure for the capacity strengthening of the Albanian experts, especially the younger generation, enabling their engagement in projects and tasks with great value to the country’s development.

c. To create opportunities for research and objective analysis of legal, social and economic issues through the identification, conception and implementation of projects with impact in the life of the country.

d. To cooperate with other research institutes of national and international, non-governmental organizations and universities aiming the consolidation of independent professional advice.

e. To support independent critical thinking and to promote an active approach towards public policies.

f. To increase the interest of the Albanian citizens in political and institutional life of the country through regular public discussions, presence in the media, seminars, lectures and regional discussion forums.

g. To examine the existing laws and proposed and their impact on the further development of Albania.

Relevant expertise include:

Developing institutional capacities and capacity building. Institutional capacities might be developed in terms of improving the efficient use of inputs, as well as qualities and the costs of providing public goods and services. Building capacities by formal and on job training programmes are also very important for enhancing learning in the work environment.

Improving performance of institutions operation and management, including development of action plans and strategic plans for improving organization of activities and providing advisory assistance in day to day management of operations.

Improve the performance, accountability, transparency, and ability of local governments to involve citizens in decision making, including assisting local authorities in setting up public participation schemes regarding decision making on budgetary and local development issues.

Develop capacities of the national and local government in identifying and attracting funding including developing new project opportunities under the frame of EU funding and improving coordination between national policies and local needs.

Participation in labour market: [1] social security and training programmes; [2] participation and Vocational Training; [3] safety and health at work [4] youth employment, woman empowerment and vulnerable groups

Economic framework: [1] the challenges of Albanian businesses during accession period; [2] industrial competitiveness and European policy harmonisation; [3] SMEs in the single market and innovation policies; [4] financial market development and integration.

Enterprise policy: [1] adoption of SME charter; [2] the business environment; [3] enterprise financing; [4] cooperation between businesses, public institutions and consumer association;

Assisting local authorities in improving their capacities to develop, coordinate and manage territorial development, including preparation of territory regulation plans.

Strengthening the capabilities of national and local government in planning and managing urban and regional growth through the preparation of integrated regional and local development frameworks, including assessment of local business capacities and development agro-industrial and eco-tourist projects based on their tradition and local resources.

Project Management in regional development and planning, including managing technical teams of experts to meet complex set of goals and coordinating public and private stakeholders involved in process of local development.

Assisting local community to develop their capacities in the process of social change directed towards increasing quality of life, self-determination with emphasis on empowerment of the weaker sections of population and development of local NGO community.

Enterprise assessment and business strategy development for strategic sectors, including market research and prospect for growth.

Assessment of SMEs business climate, including evaluation of business constrains imposed by, [1] policy instability and uncertainty; [2] taxes and regulations; [3] inflation/price instability and the exchange rate; [4] finance; [5] governance, the legal system and corruption, etc.

Measurement of SMEs performance in terms of, employment and job creation, turnover (especially paying attention to exports), value added and labour productivity, and profitability.

Carrying out business and consumer surveys. Such expertise includes: [1] preparation of the questionnaires; [2] sample identification; [3] calculation of the results, including aggregation and weighting; [4] presentation of the results; and [5] adjustments of survey results.

Developing synthetic national and sectorial indicators for innovation. Indicators of performance of SME’s allow us to assess the present situation in both national sectorial level in order to monitor on continuous basis the innovation process .
